I just noticed a new menu in the SharePoint Online Administration Center:
This new option arrived after Microsoft's announcement to increase the storage limit for SkyDrive Pro:

You can increase the storage per user in the people box. Just keep an eye on the available storage for your tenant because in my example I only have 12 GB left. I am not able to give any user more storage space.
You can always buy additional storage in your Office 365 Administration Center. At the moment its only 20 dollar cent per GB. Not to bad at all :-)

Confusing that 25 GB is the default choice for "Change storage limit to" since that is already the default for all users. :) You would only use this to decrease the limit for someone who you had previously given a higher limit.
Additional storage on SharePoint Online was 2 euro per GB per month but is now 16 cents (-92%). However, this is still > 5x the price of additional SkyDrive storage (100 GB is €37 per year, which is a little over 3 cents per GB per month).
